No, the girl is not wearing a shikara; the area around and within Srinigar is covered with a network of canals, and these boats ('shikaras') provide cheap and easy transport. The picture was taken from another shikara going in the opposite direction. The people show no resentment at having their photo taken, and generally offer a nice smile, and never, in my experience, ask for money.
